Abstract

In elementary school, reading is an one of the potential basic skills needs to be developed. There are two targets in reading skills, namely increasing reading competency and developing reading culture. Succeeding reading culture will give positive impact to build the excellent manpower in the future. Identifyng reading problems and strategic solutions should be created to support the the success in reading skills. The research results and best practices in developing reading culture are  geat  inspirations and   references on  rebuilding a  good reading culture. The teacher’s mental revolusion is the first step to begin the succesfull changing.
